The IL-NET National Training & Technical Assistance (T&TA) Center operated by ILRU in collaboration with NCIL, APRIL, and the University of Montana Rural Institute and RTC: Rural, supports CILs and SILCs in building capacity to run strong, effective organizations. This webinar will be a discussion highlighting the importance of monitoring and assessing a CIL’s performance using self-assessment tools and how these tools can best be utilized within a CIL to improve program performance. It will feature three speakers, Paula McElwee from Independent Living Research Utilization (ILRU), Annetta Johnson from Northern West Virginia Center for Independent Living, and Kyle Kleist from Center for Independent Living for Western Wisconsin.

Upon completion of this training, participants will have knowledge and resources that will enable them to:
- Describe the importance of assessing CIL program performance and the connection to the independent living philosophy.
- Assess the CIL’s level of regulatory compliance and quality performance by using organizational self-assessment tools such as ACL’s Compliance & Monitoring Protocol (COMP) Tool or a state-developed tool like Wisconsin’s QUILS.
- Utilize these tools now to improve your CIL’s program performance by using this information and applying it to your CIL.
Presenters:
Paula McElwee is the Director of Technical Assistance for the IL-NET National Training and Technical Assistance Center for Independent Living at ILRU. She has been with ILRU since 2012. McElwee was the first director of Living Independently in Northwest Kansas (LINK) based in Hays, one of the first ten IL grants through the Rehab Act. She also served on the Kansas SILC, and as Interim ED in four California Centers.
Annetta Johnson is the Executive Director of Northern West Virginia Center for Independent Living (NWVCIL). She has been working in the non-profit world for 18 years in roles at both North Central WV Community Action and NWVCIL. Annetta has training in Business Administration, Accounting, and Human Resources, which she has used in her career with NWVCIL to progress from Administrative Assistant to her current role as Executive Director. In addition to her work expertise, Annetta has experience in disability both personally and with her family members.
Kyle Kleist is the Executive Director at the Center for Independent Living for Western Wisconsin (CILWW). As a person with a disability who uses a wheelchair, Kyle has over 20 years of experience working in Independent living. At the Center for Independent Living for Western Wisconsin, he has worked as the Peer Support Coordinator, Independent Living Specialist, conducted AT assessments, and helped to start the CILWW’s New Freedom Transportation Program. Kyle left CILWW in 2004 to teach for 10 years at the University of Wisconsin-Stout in the undergraduate Rehabilitation Services program. However, during that time remained connected to CILWW, serving on the Board for 6 years, the last three years as Board President. In 2014, Kyle returned to CILWW as Assistant Director, then as Executive Director in 2019. He has always been dedicated to the independent living philosophy of providing consumer-directed services and is a strong advocate for persons with disabilities.
