Learning Objectives:

Upon completion of Part I: Cost Allocation Plans and Upcoming Uniform Grant Guidance, participants will be able to:

  • Define the purpose, objectives, and contents of a CIL Cost Allocation Plan
  • Identify key areas of awareness for CILs that include internal control rules based on Federal Agency requirements, procurement requirements, and time and effort reporting
  • Identify the items that will require development and implementation of clear policies, procedures, and monitoring controls
  • Understand how soon-to-be-implemented Uniform Grant Guidance will affect cost allocation plans, indirect cost rates, and other requirements
  • Explain the critical role of senior management in successful implementation of the guidelines that become effective for non-profits on December 26, 2014

Upon completion of Part II: Time and Effort Reporting, participants will be able to:

  • Describe regulatory authority and requirements for federal grant time and effort reporting
  • Explain requirements for using Personnel Activity Reports (PARs) to certify time and effort
  • Describe best practices using Personnel Activity Reports through case studies and examples
  • Describe how CILs can prepare for the new Uniform Grant Guidance Super Circular for time and effort regulatory documentation and certification requirements

Meet Your Presenters

John Heveron is President of Heveron & Heveron CPAs. He has been serving non-profit organizations, including centers for independent living, small businesses and individuals since 1969 with design of financial reporting systems, entity planning, planning and reviewing audits, compliance audits and other audit services and assistance with indirect cost rates, as well as assisting with strategic planning. John keeps his technical skills sharp through writing and teaching. He has authored a CPA conference manual on Mastering the Nonprofit Environment – Accounting, Auditing and Taxation – for 19 years. He also authors Not For-Profit Alert, a quarterly newsletter with current information for nonprofits. John also presents seminars on non-profit issues for Independent Living Research Utilization, the National Council on Independent Living, the Foundation for Accounting Education, United Way of Greater Rochester, and many others.

Tiffany R. Winters is a partner in the Brustein & Manasevit law firm. She assists her clients with both fiscal and programmatic aspects of federal education programs, including the Elementary and Secondary Education Act (ESEA) and the Individuals with Disabilities Education Act (IDEA). Tiffany also works with clients on the requirements of the Office of Management and Budget Circulars and other administrative regulations, such as the General Education Provisions Act and the Education Department General Administrative Regulations. Since joining the firm, she has developed and conducted trainings on federal grants management and the fiscal and programmatic requirements under ESEA and IDEA. Tiffany co-authored the Federal Education Grants Management, 3rd Edition and the IDEA: New Expectations for Schools and Students,2nd, 3rd and 4th Edition, published by Thompson Publishing Group.

Paula McElwee is the Technical Assistance Coordinator for the IL-NET project at ILRU. She previously served on the board of Resources for Independence of the Central Valley and served as interim executive director for four CILs in California, assisting the boards to transition to their next executive director. Paula has consulted with the California state association, California Foundation for Centers for Independent Living, and numerous centers throughout the state.

Paula was the Director of LINK, Inc. in Kansas in 1979, one of the first 10 centers funded through the Rehabilitation Act. She worked in the disability field in Kansas for 25 years, and was appointed by two governors to serve three terms on the Statewide Independent Living Council of Kansas.
